[Bug]: 新建菜单里面，分割线下的菜单选项，只能选分割线上，或下，不能自由上下拖动，只能用老版的3.3.3操作执行，再打开4.006，才会显示上下移动的标记，

Steps to Reproduce

新建菜单里面，分割线下的菜单选项，只能选分割线上，或下，不能自由上下拖动，只能用老版的3.3.3操作执行，再打开4.006，才会显示上下移动的标记，希望能修复。
