[Problem/Bug/Regression]: visiting any URL terminated by the ‘%’ character shutdown webview2

visiting some URL terminated by the ‘%’ character shutdown webview2 with an error process failed (unexpected).

Urls like www.example.com%, about:blank%, edge://abc%, edge://crashes%,
Runtime 143 nicely redirect to a about:blank#blocked page (for edge://abc%)
or return an error (for www.example.com%).
