refresh album art when fetchart is enabled and cover_art_url changes for an album #6650

Currently, fetchart only operates during import. There should be an option to make it refresh the album art when:

cover_art_url is modified manually or by another plugin
art_source of the album is "cover_art_url"
The new album art is different to the old one.
