"Build workspace index" consistently fails with a service error

Testing #290655

I think it was able to build the initial index, and I was able to #codesearch existing symbols, but when I modified local files and tried to explicitly "Build remote workspace index", it fails consistently after upload some amount of files

Could not build remote workspace index. Exception updating external ingest index: POST to https://api.github.com/external/code/ingest/batch failed with status 404
