Same issue as agents-workspace — feature options are only available as env vars during install.sh (build phase), but postStartCommand.sh runs at container start where they don't exist. Fix: write options to /usr/local/share/devcontainer-features/agency-agents.conf in install.sh, source it in postStartCommand.sh.
