Add User Interaction Mechanism for Webview in GitHub Copilot Chat Output Renderer API

The GitHub Copilot Chat output renderer API allows language model tools to return content via webview, but lacks a mechanism for users to interact with the webview and send results back to Copilot. Implement a way for users to interact with webview elements (e.g., buttons, forms) and return those interactions to the language model tool for processing, then relay the processed results back to Copilot. This would enhance tool capabilities by enabling dynamic, interactive workflows and improve user experience in complex scenarios.
