Seems I have the same issue, after upgrading to 1.110 - VS Code starts to hang on many operations with waiting for the CoPilot operation ("Getting code actions from 'GitHub Copilot Chat' (configure).") to finish. Reverting back to VS Code 1.109.x and CoPilot 0.37.9 resolves the issue.

Same for me, this has been going on occasionally for quite some time now.

Note that there are many issues reporting this same behavior.

I believe this has been fixed and I haven't seen other recent reports of it
