docs: add Budgets page under Cloud > Organizations

• Default User Budget — lifetime budget automatically applied to new members (noted that monthly user budgets are on the roadmap).

• Monitoring Budget Usage — how to view spend in the UI and via the existing /api/organizations/{org_id}/members/financial endpoint.
