Description

Update vmImage: 'macos-13''macos-14' in eng/pipelines/coreclr/perf-non-wasm-jobs.yml. This was the only remaining macOS 13 reference in build YAML files.

Customer Impact

None. CI infrastructure change only.

Regression

No.

Testing

Verified no remaining osx.13 or macos-13 references exist in any YAML files across the repo.

Risk

Low. Single VM image version bump in a perf pipeline definition.

Package authoring no longer needed in .NET 9

IMPORTANT: Starting with .NET 9, you no longer need to edit a NuGet package's csproj to enable building and bump the version.
Keep in mind that we still need package authoring in .NET 8 and older versions.
